OpenAI is expanding its subscription model for ChatGPT, targeting developers and power users with a new middle Pro tier. At the center of this is Codex, the coding agent integrated into ChatGPT, whose usage has grown significantly over the past few months.

What the new Pro tier offers

The new tier is positioned between the existing Plus subscription and the previous highest Pro tier, and costs €103 per month (web) or €102.99 via Android and iOS. It is aimed at users who regularly carry out longer and more complex programming tasks with AI assistance.

Compared to Plus, the new tier offers significantly more capacity for intensive work sessions where usage limits become particularly noticeable, according to OpenAI.

An overview of the key included features:

  • 5× more Codex usage compared to ChatGPT Plus
  • Access to GPT-5.4 Pro, the most powerful model in the tier
  • Unlimited access to GPT-5.4 Thinking
  • Maximum capacity for Codex tasks, Deep Research, and agent mode
  • Unlimited image generation as well as expanded access to video generation with Sora
  • Extended projects, tasks, and custom GPTs
  • Maximum memory and maximum context

Growing developer community as a driver

OpenAI justifies the introduction of the new tier with the rapid growth in Codex usage. According to its own figures, more than three million developers worldwide now use Codex on a weekly basis. This represents a fivefold increase within three months, with monthly usage growth of over 70 percent.

This growth has created the need for a subscription form specifically tailored to intensive coding sessions, without requiring users to immediately switch to the most expensive available tier.

Positioning against Claude Code

OpenAI explicitly positions the new Pro tier in competition with Claude Code, Anthropic’s coding offering. According to OpenAI, Codex offers more programming capacity per euro invested across its paid tiers, with the difference being most pronounced during active use. At €100, OpenAI is slightly above the €90 that Anthropic charges for its Max subscription, which also offers higher limits.

Context: Who benefits from which tier?

OpenAI emphasizes that ChatGPT Plus remains the recommended option for everyday, continuous use. The new Pro tier, by contrast, is aimed at those who regularly engage in intensive programming workflows and run up against capacity limits.

The previous highest Pro tier remains available for users with the greatest needs, forming the upper end of the product spectrum.

“The new Pro tier was designed to give developers more hands-on programming capacity for their money, especially during high-intensity work sessions where limits weigh most heavily.”

Conclusion

With the new Pro tier, OpenAI is responding to clearly measurable growth in Codex usage and creating an offering that sits between the existing tiers in terms of both price and functionality. For developers who regularly work with AI-assisted coding, the new tier represents a structured alternative without having to make the leap to the most expensive option. Whether the offering holds up in direct comparison with Claude Code will have to be proven in practical use.
