South Korea Pushes Free AI for Citizens to Reduce Dependence on the U.S.

South Korea is turning artificial intelligence into something close to public infrastructure. The Ministry of Science and ICT (MSIT) has just picked three consortia to provide free AI services to the entire population under a programme called “AI for All”. They are led by SK Telecom, KT and Kakao. Six applications came in, and three made it through an evaluation that weighed model quality, service design, user acquisition, safety and the planned use of GPUs.

The government’s stated goal is an “AI-basic society” in which AI can be used regardless of income, age or digital literacy. In practice that means everyday chatbots and AI agents for dealings with public authorities, free of charge and without token limits. The contracts are due to be signed next month, and the regular launch is planned for later this year.

What the State Contributes

The programme is built differently from a conventional public IT project. The companies are not delivering a system to the government and invoicing for it. They operate the services themselves, directly for the public.

The state supplies the computing power: 512 Nvidia B200 GPUs in total for the three operators. From next year, the running costs of the nationwide service are to be covered by the budget as well. The condition is that essential functions stay free even if usage grows beyond the capacity the state is paying for. In parallel, the operators are allowed to build their own revenue models, explicitly including ones based on the data the services generate, such as user prompts.

One further requirement is central. At least half of each system has to run on domestic models that meet the ministry’s standards for independent foundation models. That ties the free offering to Korea’s own sovereign AI programme, in which LG AI Research, SK Telecom and Upstage most recently advanced to the next round. It shows directly in the line-up: SK Telecom is using A.X K2, Solar Open 2, Motif 3 and K-EXAONE 2.0, KT is using Mi:dm K Pro 2.5, Solar Pro 4 and Motif 3, and Kakao is using Kanana, EXAONE and K-EXAONE 2.0.

Three Routes to the Same Users

The strategies of the three consortia make clear what the companies are really after: access to the population.

SK Telecom is planning an action-oriented AI that handles everything from planning to execution to checking the result, all from a single request. It is meant to be available not only through an app and the web but also by phone call and text message, including the ability to look up the number of a shop or a government office and place the call on the user’s behalf. The group brings roughly 22.5 million mobile subscriptions to the table, plus partners such as Shinhan Card, Hana Card, Tmap Mobility, Elice and Nota.

Kakao’s strongest card is KakaoTalk, the country’s de facto messaging standard. Chatbots and agents are to run where people already communicate, extending to reservations, applications and payments. On top of that come a phone-based service with LG Uplus and a marketplace through which agents built by outside AI companies can be distributed. The consortium includes LG AI Research, LG CNS, LG Electronics, Shinhan Bank, Seoul National University Hospital, Lunit and the chip developer FuriosaAI.

KT is connecting portal, telecom, media and commerce. Users of Daum search, news and content are to be funnelled into its AI service and linked with partner offerings such as Danawa, Musinsa and Zigbang, available through mobile and IPTV as well. Also on board are the chip developer Rebellions, Upstage, Motif Technologies, BC Card and the public education broadcaster EBS.

The absence is telling: Naver chose not to apply, calling the tight deadlines and the requirement to integrate several models economically unattractive next to its own AI offering.

What It Means for OpenAI, Anthropic and Google

South Korea has been a strong market for the big U.S. providers, and ChatGPT ranks among the most used apps in the country. That is exactly where the programme lands. Once chatbots and agents running on domestic models are preinstalled in the phone network, in the messenger and on the IPTV box, and stay free permanently, the decisive variable in the market shifts. It is no longer model quality alone, but where AI first shows up in daily life. Anyone selling a subscription for 20 dollars a month is then competing with a state-funded baseline service that has no token limit.

Then there is the data question. The government explicitly allows the operators to build business models on prompts and usage data. That is precisely the feedback loop that has underpinned the position of the U.S. providers so far, and in this case it would stay inside the country.

How This Differs From OpenAI’s Free Programmes

Free AI for a whole population is not new. In the United Arab Emirates, every resident gets ChatGPT Plus at no cost, and in India ChatGPT Go is free for a year. The mechanism behind those offers, however, is a different one.

The essential difference is who subsidises whom, and where the value ends up. In South Korea the state pays, and it pays for domestic technology: GPUs, operating costs and the requirement that at least half of the system run on Korean models. The free service is industrial policy on the demand side, because it creates the usage volumes the country’s own foundation models need in order to improve. In OpenAI’s case, the company itself pays, and it does so for market share. Forgo revenue now, establish the habit, monetise later through subscriptions or advertising.

The time horizon differs too. Seoul requires the basic functions to remain free permanently, even if usage outgrows the capacity being funded. OpenAI’s offers are time-limited campaigns or part of a bilateral deal in which access comes bundled with a larger infrastructure package.

Then there is the interface. Korea is putting AI where people already are: in KakaoTalk, in ordinary phone calls and text messages, on IPTV and in administrative procedures. OpenAI is distributing access to its own app. Whoever controls the interface controls the relationship with the user over the long run.

Finally, the market structure is different. Seoul selected three competing consortia and wrote its own standards for them, whereas OpenAI’s agreements are contracts with a single supplier. The European examples, meanwhile, are smaller than they are often made out to be. “OpenAI for Greece” and Estonia’s AI Leap programme cover schools and teachers through ChatGPT Edu, not the population at large.
