WorkFlex Raises €37M to Automate Cross-Border Compliance for Global Employers
Dutch scaleup WorkFlex has received a strategic growth investment from US-based growth equity investor Spectrum Equity. Founded in 2022 and headquartered in Amsterdam, the company automates compliance processes for cross-border business travel and international work assignments. The investment amounts to a substantial 37 million euros.
Growth and Key Metrics
According to its own figures, WorkFlex processes more than 100,000 cross-border business trips annually. Trip volume is growing by over 250 percent year-over-year, distributed across more than 1,000 different country combinations. Its over 500 enterprise customers worldwide include Deel and the Otto Group, among others.
The company attributes this growth to the increasing complexity of international work assignments. According to Eurostat, European employees alone undertook more than 120 million business trips in 2024, generating a correspondingly high number of potential compliance events for internationally active employers.
Business Model Overview
WorkFlex positions itself as an automation layer for cross-border compliance requirements. Its core product is a compliance risk engine that replaces manual processes and external consulting services with structured, scalable technology. The platform targets companies that regularly send employees abroad or employ staff across borders.
Supported Compliance Areas
- Social Insurance: Issuance of A1 certificates and Certificates of Coverage (COC)
- Labor Law: Notifications pursuant to the EU Posted Worker Directive
- Immigration: Visa management and associated documentation processes
- Tax Law: Assessment of tax risks in cross-border assignments
- Duty of Care: SOS solution for fulfilling duty of care toward traveling employees
The platform generates audit-compliant documentation and automated decision logic, enabling companies to process compliance procedures in a traceable and uniform manner. The primary target audience is larger companies with regular international personnel deployment.
“Every cross-border work event triggers a chain of legal and compliance-related consequences. Companies need systems that make these decisions consistent, traceable, and defensible. Compliance can no longer live in spreadsheets and mailboxes—it needs technology.” – Pieter Manden, Co-Founder of WorkFlex
Use of Funds and Outlook
According to the company, the investment will be deployed for three strategic priorities: accelerating European expansion, deepening product functionality, and tapping into adjacent areas of mobility risk management. WorkFlex is fully remote and registered in Amsterdam.
