Britain Taps Ukraine’s Combat Data to Train Military AI

Britain and Ukraine have just signed a joint declaration of intent in Kyiv on a partnership in military artificial intelligence. At its core: British research institutions and technology companies gain access to Avengers Labs, the Ukrainian data platform that collects and curates footage from real combat operations. Britain would be the first country outside Ukraine allowed to use the data.
The Joint Declaration of Intent on a UK-Ukraine Artificial Intelligence Partnership was signed by British Prime Minister Andy Burnham and Ukrainian President Volodymyr Zelenskyy. It was Burnham’s first foreign trip in office, and it fell on the 35th anniversary of Ukrainian independence. The document states explicitly that it reflects political intent and creates no legally binding obligations.
Millions of Observations From the Field
The underlying material comes from what Ukraine’s defence ministry calls its Universal Military Dataset. It draws on millions of observations gathered by thousands of cameras and sensors deployed along the front, mostly drone video and recordings from acoustic sensors. The footage is labelled by hand and is used to train machine learning models to recognise and classify targets such as tanks, drones and artillery pieces.
According to the defence ministry, Avengers Labs now processes more than 100,000 drone video streams a month and detects roughly 70 percent of the enemy targets that appear in the imagery. Earlier versions of the system were reported to identify about 12,000 pieces of enemy equipment a week.
Until now the dataset was open only to domestic companies, which gave Ukrainian drone makers an edge over foreign rivals: those competitors often train their computer vision models on synthetic data, which performs worse under combat conditions. “High-quality, labelled battlefield data is one of the biggest constraints on developing reliable AI for autonomous systems,” Misha Nestor, chief product officer at the Ukrainian drone software company Swarmer, told the Financial Times. Ukraine, he said, has accumulated something that is extremely difficult to replicate anywhere else.
Britain’s military is said to be particularly interested in data from the acoustic sensors that track incoming Russian drones. Trained properly, such systems can work more precisely than radar and could be used to protect military installations and critical infrastructure.
Three Pillars, Pilots First
The declaration sets out three strands of cooperation: work between the two governments on jointly developed models and on secure data and compute pathways, industrial cooperation tied to agreed operational problem sets, and academic research on autonomy, AI assurance, cyber security and synthetic data. Both sides intend to start with pilot projects, and further arrangements are expected in the coming months. Sovereignty over each side’s own data, protection of intellectual property, export controls and NATO interoperability are named as guardrails. By mutual agreement, results may also be passed on to other trusted allies.
Kyiv signalled in the spring that it wanted to open its data to international partners. Mykhailo Fedorov, defence minister at the time and dismissed by Zelenskyy a few weeks ago, held out the prospect that partner countries could train their AI models “on real data from modern warfare.” In return, Ukraine expected faster progress on autonomous systems for the front.
Moscow Reacts With Irritation
The agreement follows Burnham’s announcement that the European missile joint venture MBDA would be permitted to release classified information on British components in order to set up assembly lines in Ukraine. Kremlin spokesman Dmitry Peskov said that step had been received “extremely negatively.” Moscow recently threatened unspecified “consequences” for Britain. Burnham, for his part, said support for Ukraine would continue despite the threats, and dismissed the concern that his country was being drawn into the conflict, calling the policy continuity.
The deal fits into a wider shift in which European defence tech companies and armed forces are betting on AI-assisted target recognition and increasingly autonomous systems. Reports of autonomous drones engaging targets in the Ukraine war without human intervention have sharpened the debate over control and accountability. The war has driven strong growth among Europe’s military tech and defence tech startups, and investment in the sector has risen markedly since.
